On Aug. 16, Birdville ISD’s Board of Trustees unanimously called for a bond election to be held as part of the general election on Nov. 6. BISD voters are being asked to consider a $252.8 million bond package that was developed with extensive community input by a diverse group of citizens from all parts of the District. The package approved by the Board addresses: safety and security upgrades at every campus; replacing five campuses with four (Haltom Middle School, Richland Middle School, Smithfield Elementary School and Major Cheney Elementary/Richland Elementary [Partner School]); renovations at Smithfield Middle School and Haltom High School; critical repair/renovation needs requiring action in the next three years; and technology upgrades Districtwide. This plan impacts every student, staff member, facility and community served by BISD.

The proposed bond package:

• Eliminates more than 50 portable classrooms across the District;
• Provides additional safety and security measures throughout the District;
• Funds technology upgrades to address instructional needs;
• Moves from a 5:1 student-to-technology ratio to a 2:1 student-to-technology ratio;
• Addresses priority repair/renovation needs (requiring action in the next one to three years), roofs and HVAC;
• Replaces five existing facilities that are more than 60 years old with four new facilities that require less money to operate and maintain. They are: Haltom Middle School, Richland Middle School, Smithfield Elementary School and Major Cheney Elementary/Richland Elementary [Partner School].
• Will be monitored by a Board-appointed citizen’s bond oversight committee to monitor the scope, timeline and expenditure of bond funds.

If BISD voters approve this bond package, School property tax rates will not increase as a result of this bond proposal.

Early voting is Oct. 22 – Nov. 2, and Election Day is Nov. 6.

At their regular meeting, Birdville ISD’s Board of Trustees approved the administrative appointments of Dave Lambson as executive director of technology and Lisa Collett Walker as principal of Holiday Heights Elementary School. Lambson is replacing Randy Sumrall, who is retiring at the end of the 2017–18 school year; and Walker is replacing Mike Dukes, who is also retiring at the end of the school year.
Dave Lambson has been director of technical services with BISD since 2013. Prior to Birdville, he was an enterprise solutions architect at Brigham Young University–Idaho from 2010–13; director of application development and maintenance at Katy ISD from 2006–10; lead developer at Xpediant Educational Solutions from 2002–06; and a web application developer at ExpressTimeSheets, Inc. from 2000–02.

He earned his bachelor’s degree from Brigham Young University and master’s degree from the University of North Texas.

Lisa Walker has been an assistant principal at Old Union Elementary School in Carroll ISD since 2012. Prior to Carroll, she was an assistant principal at Pflugerville ISD from 2007–11; assistant principal at Elgin ISD from 2006–07; instructional specialist at Elgin ISD from 2005–06; and fifth-grade teacher at Pflugerville ISD from 1997–2005.

She earned her bachelor’s degree from Texas Tech University and master’s degree from the University of Mary Hardin–Baylor.

SAT scores for 2017 were recently released, and BISD’s composite score of 1,073 for critical reading, mathematics and writing is higher than the state average of 1,019 and the national average of 1,070. Average scores on the individual portions of the tests were:

• Critical Reading – BISD scored 540 as compared to the state average at 512 and the national average of 538;
• Mathematics – BISD scored 533 as compared to the state average at 507 and the national average of 533; and
• Writing – BISD scored 464 as compared to the state average at 449 and the national average of 482.

A total of 770 BISD students took the SAT in 2017.

“High school students in BISD continue to show increases in their scores each year,” said Superintendent Dr. Darrell G. Brown. “Even though our students scored above the state and nation this year, the District is committed to continuous advancement of our students, and we will continue to implement curriculum improvement in our pre-advanced placement and advanced placement courses and content areas to improve college readiness.”
